Surgery restricted for overweight patients and smokers in England

Recent policy changes in England (where “free” health care is controlled by the government) have raised an interesting controversy.  Realizing that obesity and smoking are related to increased risk of complications and costs related to some surgeries, there is now a new policy that bans surgery for these patients.  Should their government do this to decrease complications / decrease costs?  Is it the best thing for patients?  What do you think?  http://www.telegraph.co.uk/news/2017/10/17/nhs-provokes-fury-indefinite-surgery-ban-smokers-obese/
